01/06/07 - Lee Balkwell’s death: Analysis of a cover-up by Essex Police
This analysis examines some of the steps I have taken to get to the point of being sure that my son was murdered, rather than having died - as Essex Police, together with David and Simon Bromley, others close to Lee, have claimed up to now - as the result of a freak industrial accident.
The suggestion that this was ‘just a tragic accident’ is what was claimed by David Bromley and his son, Simon Bromley, who lived at Baldwin’s Farm, Upminster (both are now in prison for other crimes at the time of writing - May 2007). It was David Bromley who telephoned 999 at 1.04am on the morning of 18 July 2002
Lee probably died at between 12 midnight and 12.12am on 17/18 July, as video evidence which will be produced at the Inquest will, I believe, help to prove.

This inquest will now be held in October 2007 at Chelmsford Crown Court. It has been postponed several times. It was due to be held on 10 April 2007.
Between January 18 and February 28 2007, I received around 46 statements relating to my son’s case taken by Essex Police. Many of those were crying out ‘suspicious death’ in connection with the events of the night that my son died. There were also notebook scribblings (trigger notes) from Detective Sergeant Mark Hall that beggar belief. I cannot disclose all the details at this stage.
Detective Sergeant Mark HallI have now seen the statement from Detective Sergeant Mark Hall, who was called to the scene of my son’s death. After carefully reading his statement, I am now of the opinion that he has done his job as best as he could. Unfortunately, his senior officers, mainly Chief Superintendent Simon Coxall, withheld the statement of Det Sgt Mark Hall from me ever since 2002. I do not know why it was withheld. I have asked Ch. Supt. Coxall for an explanation, but he hasn’t given me one. Nor has anyone else in Essex Police force, not even those involved in the current re-investigation of my son’s death.
Under-cover Police Officers advise me to attend the murder trial in the case of Dean Boshell, shot dead on an allotment
I went to a meeting with under-cover Police Officers during 2005; they were part of an intelligence agency that I am not at liberty to name at this stage. I was advised to attend the Dean Boshell murder trial by the under-cover officers. It was indicated to me that I could pick up important information involving both a particular Police Officer, John Moran, and his close partner-in-crime, a prominent member of the Essex criminal fraternity, namely Kim Webber.Webber is now serving a 10-year jail sentence. Both Moran and Webber together ran Basildon United Football Club during the late 1990’s until Webber’s arrest in October 2003.
During the trial Det Sgt John Moran was named and shamed as a totally corrupt Essex Police Officer who was ready to cover up even murder, prepared to give protected witnesses’ addresses out to members of criminal fraternity, and who also - as clearly stated in the trial by ‘super-grass’ Damon Alvin, was witnessed taking money (thousands of pounds) for information as to how an investigation, known as ‘Operation Fairway’ into the Dean Boshell murder was proceeding. Moran received the cash via Kim Webber, with whom he was connected not least at Basildon United Football Club, from the prime suspect in the murder trial - Ricky Percival.
This confirmed to me exactly what other under-cover Police Officers had told me some months after my son’s death - i.e. that Det Sgt John Moran and Kim Webber were two of the people who were prime movers in the cover-up of Lee’s death (this was stated by me as long ago as early 2004 in my complaints to the IPCC and to Essex Police and to the Centre for Corporate Accountability, which investigates accidents at work where there may have been negligence.
Back in 2002, a Police Intelligence Service linked a number of phone calls between Moran, Webber and other members of the criminal fraternity, who at this time must remain anonymous, but who were very clearly and closely linked to the Bromley family.
It was also pointed out in court - on the record - that Det Sgt John Moran, Kim Webber and other criminals were involved in an import of 200 kilos of cocaine from Spain. This consignment was being dealt with around the time of Lee’s death - mid-2002.
The fact that Moran and Webber were under surveillance in relation to the killing of Dean Boshell had been linked up with other intelligence that had by now been picked up concerning this large import of cocaine. This was one of the reasons why Essex Police never followed up on the intelligence gained - I am told by examination of telephone records as well as other evidence - that confirmed to them that my son Lee Balkwell had been murdered.
Had they followed up on Moran at the time, they would have lost all the integrity and strict confidence surrounding the intelligence operation around Moran, Webber and the other suspects in the matter of both the Dean Boshell killing, and in connection with this massive import of cocaine. If, as reported, Moran was involved in covering up the true circumstances of my son’s death, then to have confronted him with the evidence of his involvement would similarly have compromised the intelligence operation.
Had Essex Police declared that Lee’s death was a murder, and they were looking for a suspect, they would have had to clarify what intelligence they had - and Moran would have been made aware by his friends and co-conspirators in high places at Essex police that he was under surveillance.Operation Fairway - a covert operation conducted by Essex Police Intelligence Department and a team of selectedandtrusted officers such as DI Liam Osborne and DC Sharp (Not corrupted by Rayleigh M.I.T & Detective Superintendent Graham Ball).
I now come to another key name in connection with the cover-up of my son’s case or that of others. The Head of Essex Crime Division at around this time was Chief Superintendent Steve Reynolds.
Because of intelligence within Operation Fairway, important information came to light that an Essex Police Officer (i.e. John Moran) was implicated as being corrupt, which in turn led Essex Police to set up a further operation, Operation Volunteer, in conjunction with the Metropolitan Police, but run by Chief Superintendent Steve Reynolds.
The intelligence operation in to the 200-kilogram drugs haul was a joint operation run by the National Crime Squad (now SOCA) and HM Customs. They did not want their intelligence on this matter exposed.
I have reliable information that Simon and David Bromley, plus their close associate Glen Nicholls, are all, and have been for many years, Essex Police informers who are allowed to pursue their own brands of criminal business in return for information that each of these three might give them, supposedly about ‘bigger fish’. But as we know from other cases, the relationship between a Police informer and Police Officers can very easily become corrupted, especially where illegal drugs and large sums of money are involved.
Between April and December 2003, I was contacted by two National Criminal Intelligence Service (NCIS) members. In April, I was given - and I do not want to reveal just yet how I came by this information - the telephone number of a person who turned out to be an intelligence officer for a government intelligence agency. It was an intelligence agency run in a highly secretive manner, with Police Intelligence officers based all around the country and usually only contactable by mobile ’phone.
One of the Intelligence Officers was Pauline Forman (who later returned to work for Essex Police and has since retired); the other was Christopher Wright. I do not believe that either of them ever did anything effective regarding my son’s death.
The following is a verbatim transcript of one or two conversations between Pauline Forman, who acted as the senior Officer, Chris Wright and myself (Les Balkwell), which took place around 2003, only one year after my son’s death. These conversations took place at various hotels around the M25, for example, the Holiday Inn at Brentwood, near the junction of the M25/A12, at Maygreen Manor, Brentwood, and at the Hilton Hotel, Dartford and also at the Holiday Inn on the A10 at Cheshunt.
Pauline Forman: “Les, if we try to get the Bromleys for the murder of Lee, with what we’ve got, it won’t be murder. It’s a 10 to 1 shot, even against us getting a conviction for manslaughter. But even if this [manslaughter] was successful, it would probably mean they would only get about six years and serve 3 or 4. But if you sit back and leave us to get them for the guns and drugs dealing, they’ll get a much stiffer sentence. Les, you might have to accept that we can’t get them for murder”.
Les: “Why?
Pauline Forman: “Because they’ve had professional help [that is, from ex-Det. Sgt. John Moran], the scene was probably covered up before London Ambulance ever got there”. [NOTE: At this time, Forman and Wright were not aware that I was already aware about the role of Det. Sgt. Moran and Kim Webber in relation to events concerning the death of my son.
At a later meeting between me and Pauline Forman and Chris Wright, an argument developed because I was telling them that I was not going to give them information they were demanding about certain major criminals in Essex, but that I wanted to know the truth about my son’s death and wanted the Bromleys and Glen Nicholls brought to justice for what I believe to have been their actions in relation to my son the night he died.
Chris Wright then shouted:“We are not your private army to get the Bromleys”.
Les: “What about doing what the Police are f___ing paid for?!”
At a later meeting, when I let Pauline Forman know that I was aware of Det. Sgt. John Moran and Kim Webber’s involvement in my case, and that my information was that Moran had been involved in advising the Bromleys about the cover up, Pauline Forman stated:
“Det Sgt John Moran would not have had to advise David or Simon Bromley on how to cover up the injuries using the concrete mixer. David and Simon were the experts in this field and would have known what to do. Det. Sgt. John Moran’s advice would have been on how to prepare advice on timelines and the transcript i.e. exactly what to say in an emergency 999 call. Les, many people have been trapped over analysis of emergency calls - these are all thoroughly examined by forensic experts”.
Then at another meeting…
Pauline Forman: “Les, if you come up with quality information on [Mr X, a significant businessman in the Chelmsford area] then my senior officers will be only too keen to help with you fight for justice for Lee”.
These officers effectively wanted me to be signed up as a Police informer. They brought a senior administrative fellow to meet me - a large fellow, aged 50, with glasses, with a London accent, to decide about signing me up as an informer.
I just said to them: “If I hadn’t lost my boy, I would never have even been here today f___ing well talking to you.
I declined their offer. No way - I leave the job of informing up to Glen Nicholls and the Bromleys.
I regarded this as blackmail.
I name the following six people as being involved to some degree or other in the murder of my son Lee Balkwell and the subsequent cover-up of that murder.

Nicholls and the Bromleys have an umbrella of protection around them provided by Essex Police and other intelligence agencies.
Simon Bromley, having been found guilty of major cocaine dealing, conspiracy to supply firearms and a silencer and dum-dum bullets, was sentenced to a total of 8 years. He was very lucky to get such a light sentence for these offences; he will probably be out in just 4 years). Was the light sentence because he was a Police informer?
David Bromley, guilty of vicious attack on John Palmer in 2003, guilty of aggravated burglary, got just 2 years and 4 months in 2004. After having served 11 months of that sentence, he was allowed out on licence in 2005. During the period that he was out on licence, he was arrested again on April 5 2005 and convicted of conspiracy to supply Class A drugs. This time he was sentenced to as term of just 3 years (and will probably be out in 18 months, or even just 12 months with a tag).
Again, is the light sentence because he was a Police informer?
Linda Bromley - found guilty with her husband of conspiracy to supply Class A drugs, was not sentenced at the time and was given bail to appear at a later date on an indictment involving conspiracy to supply firearms which involved fitting silencers to weapons etc.
On May 8 2007, Linda Bromley appeared on a charge of conspiracy to supply firearms at Southend Crown Court. But Essex CPS - Christopher McCann quite possibly - chose not to proceed against her on that charge because it was, so I understand, considered to be ‘not in the public interest’.
(At the time of writing - May 2007 - Linda Bromley is to be sentenced on 4 June 2007 at Southend Crown Court for conspiracy to supply Class A drugs .
Glen Nicholls served 5 years for armed robbery and he was required to sign the Firearms Act for life. This sentence was handed down in 1987. He also got 4 years for drug trafficking back in 1997. He was arrested on 5 April 2005 for conspiracy to supply firearms. The charge was mysteriously reduced to mere possession of a firearm without a licence. Why? When arrested on April 5, his premises were searched and he was found with an Aladdin’s cave of illegal items, including:

He was sentenced at Basildon Crown Court to 7½…what? Years? No, just 7½months? I say again, not 7½ years, just 7½months. This man deals drugs andfirearms. He is undoubtedly a Police informer. On the night my son died, Glen Nicholls was seen delivering what a number of Police Officers accept were parcels of drugs which he was carrying in his Freelander 4-wheel drive.
Nicholls was seen on CCTV video handing these packages to the Bromleys that night, carried in tool boxes. There is evidence (to be revealed in due course) that he and the Bromleys sampled/tested the drugs supplied that night. His role in the death of my son, is yet to be fully revealed, but I do know from a statement he made to me that he knows perfectly well that my son was murdered. This was also confirmed in a statement of another independent witness who has made a Police statement to that effect.
I confronted Glen Nicholls at Basildon Crown Court about the death of my son. When I did so, I was removed from the Court. Detective Inspector Keith Davies, who was running the Police case, sat down with my daughter and I, before the verdict, and explained to us that very senior officers had had an input into the case and a message had gone to the judge in the case concerning how Nichols should get a light sentence in return for his ‘co-operation’. Davies said to me: ‘Les, my hands are tied. If I cause a stir or raise any issues concerning Nicholls’ sentence, my job - even my whole career – could be on the line’. I replied: “We have been made aware that Nicholls will probably only get 8 or 9 months”. Davies said: “Let’s wait and see what happens”. An hour later, the sentence for Glen Nicholls was announced - just 7½ months. Davies was highly embarrassed and found it hard to explain such a light sentence.
The justice you get - or rather, you don’t get - from Essex Police

Kevin Whittaker
He died in the early 1990s. Everyone knows the identity of the two men responsible for killing him, though I will not name them on this website.
(There is some more information about this in Bernard O’Mahoney’s book: ‘Bonded by Blood’).
His death was investigated by Mike Gamble, the Senior Investigating Officer. We believe he was assisted by Peter Hamilton, now believed to be on the ‘Essex Police Review Team’. It should be pointed out that the chief suspect for Whittaker’s death had very close links to Kim Webber. Webber is now serving a 10-year sentence as he was proved in court to have been the ‘Mr Big’ of drug-dealing in the Leigh-on-Sea area.
Mike Gamble, by the late 1990s, had become Chief Superintendent at Grays Police station and Borough Commander, a post since and now held by Simon Coxall.
In the mid to late 1990s, Essex Police staged a major enquiry into corrupt Police Officers having links with the criminal world through freemasonry, and to organised crime and crime families throughout Essex. Significant locations investigated as part of this enquiry were the Masonic Lodge at Grays in Essex, Grays Police Station, Basildon Police Station, Rayleigh Police Station and Southend Police Station.
Det. Supt. Mike Gamble took retirement in the late 1990s. He now enjoys retirement, plays a lot of golf at Orsett Golf Club, Essex (incidentally also my golf club since 1988). Ironically, through the early 1990s, Kevin Whittaker’s girlfriend, and mother of his child Alison, worked at Orsett Golf Club.
Status: as of yet, no justice for Kevin Whittaker and his family.

In the mid 1990s, John Marshall left his home in Billericay in his Range Rover car. He was found shot dead in south London/Kent in his Range Rover. The death was investigated by Mike Gamble, the Senior Investigating Officer. Also on this team was Wilson Kennedy, now Detective Chief Superintendent and Head of Crime in Essex. This was another Essex Police investigation which went absolutely nowhere. Marshall’s death was certainly linked to the supply of illegal drugs.
It is a matter for concern that Essex Police apparently took primacy in this investigation over Kent Police or the Metropolitan Police. I don’t know why.
Status: Again, no justice so far for John Marshall and his family.

The death of Dean Boshell, shot dead in 2001.
This death was investigated by the Rayleigh Major Investigations Team. The Senior Investigating Officer in the case was Dick Madden. Also on the investigating team was, Detective Inspector Cliff Haines, the D.I. directly under the control of Superintendent Graham Bull. Also on the same enquiry team was a corrupt Police Officer, whom I have already mentioned, called Det. Sgt. John Moran. Haines and Moran were both later suspended over the intelligence results obtained from Operation Volunteer.

It should be pointed out That Moran had retired whilst under surveillance for the Boshell case that Essex police hit on the idea of a sting where by he was offered a post as a civilian investigator back at Rayleigh Major Investigations Team. This was purely to maintain the surveillance status on Det. Sgt. John Moran. It was whilst Det. Sgt. John Moran was carrying out this job as a civilian investigator that operation volunteer raided Basildon Football Club over the intelligence gained from Operation Fairway and Operation Volunteer. The results of this were Moran was forced to resign. He now works possibly as the Deputy Head of Security at Basildon Hospital where he has access to the national N.H.S. computer and can trace just about anybody who is registered with the N.H.S..
Meanwhile apparently nothing could be proved against Haines. He wasn’t brought before the courts, but faced a disciplinary hearing. There has been much delay in investigating him; the outcome of the disciplinary is not known, but he is still to this day working for Essex Police. What is known is that Haines was a key-holder of an evidence locker at Rayleigh Major Investigations Unit. When vital evidence in an important case - the Boshell case - went missing, Haines was clearly a major suspect. He was also suspected of being linked to Moran’s corrupt conduct which had been picked up by Operation Volunteer.
Status: One person, sentenced for the murder of Dean Boshell, and currently doing 26 years for murder. But no Police Officer has ever been brought to justice to face proceedings - before a Court – in relation to Police corruption in the case. It should be pointed out that Detective Constable Nick Thompson did face charges at court but was found not guilty. After offering to plead guilty for a lighter sentence this was rejected.
John Moran faced possible charges over corruption, theft, drug dealing, and perverting the course of justice. Essex Police chose not to proceed (I believe this is because he holds information concerning activities of far more senior officers should he divulge this information, it would bring down these senior officers. These officers could include, I believe:
Wilson Kennedy - current head of Essex Crime
Detective Chief Superintendent Graham Bull, who we believe is currently Head of the Criminal Justice Department at Essex Police’s Chelmsford HQ
Ex-Head of Essex Crime, Steve Reynolds (now retired from Essex Police, but latterly re-employed by the Independent Police Complaints Commission as an Investigator - funny, that?!)
Kevin Macey, now promoted to Chief Superintendent - currently one of Essex Police’s top officers.
Tretton shooting 1999The details of this case were made known at Chelmsford Crown Court.
One victim, Christine Tretton, named the prime suspect as being responsible for shooting her and members of her family within 24 hours of the incident.
The name of the prime suspect in this case appeared on an Essex Police document. This prime suspect was indeed arrested. Christine Tretton gave a witness statement in the proceedings to a Detective Sergeant Philip Brosham. When questioned at Chelmsford Crown Court, Brosham was asked by David Jeremy Q.C., - were you aware of the Police suspect’s name?
He answered: “Yes, I would have been”.
Question: “Did you write this suspect’s name down?
Brosham: “I would have put it in my notebook.
Question: “Where is your notebook?”
Brosham: “I can’t find it. Essex Police must have destroyed it”.
Question: “Why is the prime suspect’s name not on the witness statement when it appears on the policy document? - and you say you would have been aware and it would have been in your notebook. Why is the name not on your statement?
Brosham: “I can’t answer that”.
At this point, the barrister was asking who was the Senior Investigating Officer in the case.
Brosham: “Detective Superintendent Steve Reynolds”
Barrister: “Funny, that”.
That raises a major doubt about Steve Reynolds’ integrity. We must ask why Phil Brosham couldn’t produce his notebook. An why the chief suspect’s name did not appear in a Police statement. The Senior Investigating Officer, Steve Reynolds, is the one who should have to explain these serious shortcomings.
Until 2006, and only after Damon Alvin turned ‘supergrass’ in September 2005 (his debrief started in October 2005) there had been no justice for the Tretton family.
As for Dean Boshell, as previously stated, Det. Sgt John Moran was exposed in this case; he was definitely linked with Kim Webber, for a cover-up which involved selling information and giving out the address of protected witnesses to the criminal fraternity so that Boshell could be killed. The information Moran gave out about Boshell led directly to his gangland-style execution.

In 2001 Stuart Lubbock died at the home of Michael Barrymore. What looked like a totally incompetent investigation by Essex Police is now being re-investigated asa complaint against Essex Police to the Independent Police Complaints Commission, while Essex Police were forced by the activities of The Lubbock Trust to commence a comprehensive review of the case and commence a re-investigation. The original Senior Investigating Officer during those all-important first 2 days after Stuart’s death - when evidence could have been tampered with, contaminated, lost or removed - was Kevin Macey (see also below).
The Head of Essex Crime at the time was Steve Reynolds, now on the IPCC. This might affect the integrity of the IPCC investigation.
Status: No justice as yet for Terry Lubbock and other members of the Lubbock family.
Ryan Daly
After having received an e-mail to my website from Ryan’s mother Angela, she sent this text to my website, as follows:
“I am the mother of Ryan Daly who was murdered coming home from his 19th birthday.
“I feel for you, as I will not let go, as I know something is wrong.
“We had a 3-week hearing set, but within 1 hour, murder charges were reduced to manslaughter.
“One of the accused got 3 years and 6 months, 12 other people got sentences of just 18 days each, and a 37-year-old mother got just 3 months’ prison, suspended for 12 months. Those involved in Ryan’s death had 64 criminal convictions between them (and now murder/manslaughter).I have just heard that one of them has re-offended. I believe they gave information to the Police [i.e. they must have been Police informers] to have got away with what they did (look at the archives of the ‘Echo’ and the ‘Gazette’ about Ryan).
“I do know where you are coming from as a parent. Our children are not supposed to go first.
“As you and I know the pain and all the lies that have been told.
“People and police do withhold information and justice suffers. They are a law unto themselves.
“Please keep fighting.
“There are many links in these cases; the main ones are, drugs - and the deceptive behaviour of Essex Police saying ‘they want to get to bigger fish’.
In regards to Angela Daly, the CPS Officer responsible in this case, who did deals behind closed doors to deny Ryan Daly and his family justice, was once again Christopher McCann.
Status: is this justice for Ryan Daly and his family?

He died December 2002. Bradley Kendall was killed by a single gunshot wound to the heart. This was another totally incompetent Essex Police investigation, leading to a complaint from Terry Kendall and other members of Bradley’s family, which led to an inquiry into the case by Simon Coxall (which turned out to be another cover-up). Complaints to Essex Police on the conduct of this case was dealt with by Det. Chief. Inspector Peter Hood (another cover-up). No-one has been brought to justice for having shot Bradley Kendall, even though Simon Coxall holds a confession from Mr Y, who lived with Bradley Kendall at the time.
It should be said that, by the way, that Mr Y’s confession states that his shooting of Bradley Kendall was an accident.
Status: No justice yet for Bradley Kendall and his family, even though Essex Police hold a confession statement.

Where’s the justice for Natalie Glasgow? An electrician who was driving a van which hit and killed 17-year-old Natalie as she walked home from a dance at the King’s Head, High Beach, near Epping, was given a mere 100 hours Community Service Order and being banned from driving for three years. Natalie’s father said: “It was total and utter incompetence by Essex Police”
The man who led the investigation wasn’t there on day of the trial - he was on holiday. The Police and the CPS just wanted a quick result. They were expecting a proper trial, but the same thing happened as with Ryan Daly - Christopher McCann arranged a pre-sentence hearing - he never followed through the fact that the electrician concerned, when arrested several hours after the incident, was found to have cocaine, Ecstasy, cannabis and excess alcohol in his system. Chris McCann chose not to prosecute for a more serious offence because of wanting a quick reply.
The electrician had a cocktail of drugs in his body, hours after he killed Natalie Glasgow, and may well have been linked to the supply of drugs. This reeks of more deals involving Essex Police and the supply and misuse of drugs. Overall links in this case are, once again, drugs and incompetence by Essex Police. Also Essex cps doing deals (Chris macann again)
Status: This is not justice for Natalie Glasgow and her family.

There was a totally contaminated investigation by Essex Police; contamination influenced by Det. Sgt. John Moran and Kim Webber, destruction of evidence, failure to interview significant witnesses, failure to retrieve evidence, as a result of the influence of Chief Superintendent Graham Bull, also the Inquest into the death has been delayed for an unbelievable 5 years by what I believe is collusion between Essex Police, the Coroner’s Office and the CPS (Christopher McCann). One of the main architects of this was the late Assistant Chief Constable Liam Brigginshaw, assisted by Detective Chief Superintendent Simon Coxall, and Acting Superintendent Peter Hood (in my opinion a totally corrupt Police Officer) .
Overall the links in this case are, once again: drugs, corruption at the highest level within Essex police, and the lack of anyone in positions of authority to have a willingness to ‘rock the boat’ and set about rooting out corrupt Police Officers.
The Chief Constable of Essex, Roger Baker, has been written to by Mr Glasgow, Terry Kendall, Angie Daly, Les Balkwell and Terry Lubbock’s Solicitor on behalf of Terry Lubbock. Apart from Terry Lubbock, a very high profile media case because of Michael Barrymore’s involvement, our so-called ‘devoted’ Chief Constable has never replied to any of the other families.

It should also be pointed out that on 16 April 2005 I had a meeting with Mr Robert Chambers, Chairman of Essex Police Authority and his Chief Executive. At this meeting, I spent over an hour-and-a-half explaining my detailed allegations of corruption, wilful neglect and incompetence by Essex Police. I had bootfuls of documentation. I was stunned when Mr Chambers and his Chief Executive refused to even look at any of the documents.
Is this what the public can expect from Essex Police and Essex Police Authority?
Mr Chambers promised to speak to the Chief Constable and then come back to me. After many reminder ’phone calls to Mr Chambers, when he had promised each time to get back to me, it was pointed out to him by me on the ’phone that there were several young people dead who had not received justice because of what was seen to be a lack of determination , or corruption, by Essex Police. It was also pointed out to him that the deals were all linked in some way or another to a major network of drug dealers, but in the end Mr Chambers slammed down the ’phone because he simply had no answers.
A question for Essex Police?Why hasn’t ex-Det. Sgt. John Moran been prosecuted for the crimes he has committed? Is it - very possibly -that he holds information on the wrong-doings of his senior officers who were – and still are- part of the network of corrupt officer at Essex Police, and who are now protecting him?
It should be stated that John Moran now holds a high position at Basildon Hospitalas Deputy Head of Security and has access to the N.H.S. computer which gives him invaluable access to many patients’ names and addresses and a host of other personal details.
We believe that this man cannot be trusted with anything as he seems prepared to do anything for money.
He is also back as one of the Directors or Executives of Basildon Football Club.

Kevin Macey now to be added Essex Police Hall of Shame

Senior investigator in the first few days after the tragic death of Stuart Lubbock - Kevin Macey.
Kevin Macey was also the investigator in Bradley Kendall’s case and also in the investigation of a death of a male in Thurrock - who used to be a doorman at the Essex County Club - who was shot because of highly sensitive issues. We can go no further with this particular case at the moment.
This is strong rumour that Kevin macey is going to head the reviews of old cases.What chance are we going get to the truth of any of these cases.
Now for a summary of seven contaminated/incompetent investigations by Essex Police:
Death of Dean BoshellCorrupt officers who covered up the truth, linked to a criminal broker. These were John Moran plus Kim Webber.
Death of Lee Balkwell
Information tells us that Moran and Webber were involved in the cover-up of the death of Lee Balkwell.
Also implicated in the cover-up of the true circumstances of lee’s death were Graham Bull- and current Head of Crime for Essex Police, Wilson Kennedy - we believe -has suppressed the telephone information picked up which involved telephone calls from the Bromley’s house to Moran, Webber and others in connection with the death of my son.
Also linked was the then Head of Crime, Chief Superintendent Steve Reynolds, who we came across earlier.
Peter Hamilton was another Police Officer linked to the death of Lee Balkwell.
Death of Kevin WhittakerThe Senior Investigator in this case was Mike Gamble, assisted by Peter Hamilton.
Death of John Marshall
Investigation also by Mike Gamble on the investigation team: Wilson Kennedy.
Death of Ryan Daly
On the investigation team was Martin Oakley, who was also linked to the initial investigation into Lee Balkwell’s death. Complaints were made against Oakley by Les Balkwell – suspicions of being a corrupt officer, not yet proved.
No justice at court. case as a result of actions by Essex CPS (Christopher McCann).
Death of Natalie GlasgowAnother contaminated Essex Police investigation and a desire by the CPS to do a deal - once again Christopher McCann of the CPS was a key player.
Death of Stuart LubbockThe Independent Police Complaints Commission are now looking into the possible serious incompetence and corruption into the original investigation into the death of Stuart Lubbock, and have recently [May 2007] agreed an amazing total of 38 separate complaints against Essex Police to be investigated by the I.P.C.C, who have set up a top-level ‘managed’ investigation into now the £8 million investigation was bungled.
Important note - the 200 Kilogram cocaine dealReferring back to the earlier paragraphs concerning the import of 200 kilograms of cocaine, it should be noted that the 200 kilos were seized by customs whilst Kim Webber and others were waiting for the consignment just outside Dover (just outside the docks), yet they were not apprehended for the following specific reasons:
The intelligence was picked up via Operation Fairway and Operation Volunteer. The agenda of the police in these covert operations were to rattle the cages of the importers of the drugs, for them to have to make contact with the traffickers, because at that stage the missing link in the chain was knowing who were the traffickers. As a result of intense surveillance of Webber, Moran and the prime suspect in the Boshell killing, an undercover team from the Metropolitan Police were led to a bar in Spain where Moran, together with the prime suspect in the Boshell case, were observed to be in a meeting with leading drugs traffickers from northern and southern England..
A Metropolitan Police surveillance team observed and collated information about all the individuals concerned. At this meeting, the traffickers had a confrontation with Moran and his associates which led to the prime suspect in the Boshell killing being stabbed (by one of a drug-dealing set from Liverpool and the north-west). Moran and others absconded the scene. Unfortunately, due to the loss of blood after he was stabbed, the prime suspect, who was driving with a passenger at his side, lost consciousness and had a major traffic accident.
The sad thing about this was that the associate sitting next to the prime suspect died hours after this road accident. The accident was witnessed by Moran who had an altercation at the scene, absconded and drove off from the scene without bothering to render any emergency assistance to the bleeding victim of the accident. An e-mail was made known to Les Balkwell in September 2005, long before Damon Alvin turned ‘supergrass’ in October 2005 and eventually gave up all this information to the Police as part of his evidence in Chelmsford Crown Court between September and December 2006.
There are six major links in all these cases.
