THE FIRST INVESTIGATION

Chief Superintendent Steve Reynolds; Head of Essex Crime

1. Chief Superintendent Steve Reynolds; Head of Essex Crime.

2. Chief Superintendent Will Kennedy, Head of Essex Intelligence.

Both are guilty of suppressing phone evidence concerning Essex crime family, Webber, Moran and the Bromley's.

3. Detective Superintendent Graham Ball

Guilty of burning Lee Balkwells clothing, failing to interview significant witnesses, threatening Les Balkwell he would have to let the Bromley's know what Les was alleging, suggesting excuses for Simon Bromley's behaviour re the position of the Kango hammer drills and suggesting without foundation Lee Balkwell was working outside the drum contrary to normal practice and this had led to his death. DS Ball also warned fellow Officer Oakley that Les was alleging he may be covering up for the Bromley's.

4. Detective Inspector Ian Stevenson.

Guilty of failing to interview witnesses. Guilty of failing to disclosure vital evidence to the Crown Prosection service which is an offence under the Police and Criminal Evidence Act.

5. Detective Sergeant Jason Wield.

Guilty of failing to interview Simon Bromley for 20 days as he didn't consider him a suspect. Guilty of lying to the bereaved Balkwell family about drug testing Simon Bromley.

6. Detective Sergeant Mark Hall.

Guilty of seizing and therefore controlling CCTV footage from the crime scene at Baldwin's farm which was later proven to have been edited.

7. THE AS YET UNKNOWN OFFICER

Who made a complaint against fellow officer; Detective Superintendent Gareth Wilson, the first senior officer to arrive at the scene. Les Balkwell believes Detective Superintendent Wilson acted professionally and with integrity throughout his involvement on the enquiry.

8. Detective Constable Martin Oakley

Guilty of lying to the Balkwell family about the circumstances surrounding Lees death and drug tests being carried out on murder suspect Simon Bromley.

9. Inspector Richard Croft

First at the scene, helped declare it a crime scene and then secured scene. He then started a scene log disclosed he suspected murder or manslaughter then changed his mind after Simon Coxall became aware. A complaint was made to professional standards which was handled by Peter Hood who said this mans character was never in doubt.

Guilty of lying to family on every issue they ever raised with him. Guilty of stating that the Bromley's were not known criminals. Guilty of allowing the lorry to be tampered with prior to it being inspected. Guilty of stating that Lees death was NOT being re-investigated even though he KNEW a covert operation was underway at that time.

2. Detective Inspector Terry Haynes

Guilty of waiting ten months before asking Ambulance staff for their report. Guilty of failing to take the Bromley's family history into account when considering what may have led to Lees death. (Ch Supt Simon Coxall deemed this to be a general oversight!!!)

THE COMPLAINT

1. Chief Superintendent Jackie Creer. Former Head of Proffesional Standards, currently stationed at the Home Office.

Guilty of sanctioning DCI Peter Hoods cover up concerning the Balkwell families complaints.

2. Detective Chief Inspector Peter Hood. (Head of Operations at Professional Standards Essex Police)

Guilty of conducting an "investigation" without interviewing any significant witnesses apart from the suspects who were fed questions and answers.

Guilty of lying to the IPCC stating that no officer suspended as a result of Operation Volunteer were connected with the investigation into Lees death. The senior investigating officer for the review was Detective Chief Inspector Terry Haynes. The officer suspended and therefore being investigated by DCI Terry Haynes was Detective Inspector Cliff Haynes. The officers are in fact brothers!!!

When confronted with the facts DCI Hood denied being responsible for lying to the IPCC but case worker Tom Moody of the IPCC has concrete proof that it was in fact DCI Hood.

3. Assistant Chief Constable Liam Briggenshaw

Out of curtsey for two professional and honest officers and out of compassion for Liam Briggenshaw’s family he has been removed from the Essex Police Hall of Shame. It’s a pity Essex Police did not show the same compassion for me and my family.

Detective Sergant John Moran

THE CORRUPT OFFICER WHO CONIVED WITH MURDERING DRUG DEALERS FROM THE OUTSET: EX DETECTIVE SERGANT JOHN MORAN.

Guilty of conspiring with Kim Webber (fellow board member at Basildon United football Club) to conceal a crime: MURDER and assist an offender. Guilty of contaminating evidence concerning the murder of Dean Boschel, a young man who was executed in Essex and whose case is linked to my son Lee's.

Kevin McPoland  - He must be added because he has produced – for a court of law in this country – a distorted image of the scene of crime – so distorted that it would probably grossly mislead a jury.

Peter Coltman – first of all, he only started the re-investigation into my son’s death a matter of hours after my website was launched on 6 July 2006. Coincidence? – I think not. Now, on 7 September 2007, he claimed he recommended a full investigation into Lee’s death, whilst Detective Superintendent Keith Garnish (whom I believe, by the way) told me on 17 August, most emphatically, that he had only been asked to carry out ‘a very limited investigation’.

In fact, Keith Garnish told me on 17 August - in a meeting with a solicitor acting for me also present – that he had been instructed only to investigate a list of points made by Peter Coltman. Peter Coltman has deceived me into thinking that my son’s case as being fully re-investigated when clearly it was not.

CONCLUSION

I accuse these officers of being either negligent beyond belief or of acting unlawfully. After kindly reading all of the evidence on this site you make your own mind up which officers are corrupt or which officers acted unlawfully. Whatever conclusion you may reach, nobody can say any of these officers acted either professionally or properly. I have no doubt there are others who are equally guilty but the way information has been secreted, distorted or fabricated by Essex police, they remain for now, unkown. Regardless of their efforts to cover up the murder of my son, the truth will come out one day and Lee will get justice.
